    Y-a-t-il des outils de réforme et de gestion de la politique étrangère française ?

    En France, la politique étrangère est si proche de l’absolu régalien, de l’essence même de la souveraineté nationale, qu’elle ne peut être traitée comme les autres politiques publiques. En effet, la politique étrangère se réforme, ou plus précisément, elle se refonde et se réoriente. Pour autant, elle n’a jamais fait l’objet d’un « livre blanc » comme c’est le cas dans d’autres pays. L’absence de « livre blanc » s’explique par le caractère singulier de la politique étrangère face aux autres politiques gouvernementales. Le processus décisionnel demeure en apparence dispersé et éclaté entre plusieurs acteurs de premier rang. L’absence de livre blanc permet d’expliquer certaines lacunes, plus particulièrement au niveau de la prospective. Malgré des tentatives de réformes, les pratiques d’élaboration et d’énonciation de la politique étrangère devront changer dans le contexte européen.The creation of foreign policy in France is near the core of a definition of French national sovereignty and the regalian power. As such, it cannot be treated in the same way as other areas of public policy. Indeed, French foreign policy develops along its own path compared with the foreign policy of other countries and with the policy formation in domestic areas. France, unlike other countries, does not have a tradition of white papers in foreign affairs. This situation could be explained by the special place of foreign policy compared to that of other government policies. Control of the decision-making process is dispersed between a multitude of stakeholders. The absence of a white paper approach may explain particular analytical gaps. However French foreign policy will ultimately be forced to change, even converge, by the wider European context

    Solving a Continent-Scale Inventory Routing Problem at Renault

    This paper is the fruit of a partnership with Renault. Their backward logistic requires to solve a continent-scale multi-attribute inventory routing problem (IRP). With an average of 30 commodities, 16 depots, and 600 customers spread across a continent, our instances are orders of magnitude larger than those in the literature. Existing algorithms do not scale. We propose a large neighborhood search (LNS). To make it work, (1) we generalize existing split delivery vehicle routing problem and IRP neighborhoods to this context, (2) we turn a state-of-the art matheuristic for medium-scale IRP into a large neighborhood, and (3) we introduce two novel perturbations: the reinsertion of a customer and that of a commodity into the IRP solution. We also derive a new lower bound based on a flow relaxation. In order to stimulate the research on large-scale IRP, we introduce a library of industrial instances. We benchmark our algorithms on these instances and make our code open-source. Extensive numerical experiments highlight the relevance of each component of our LNS

    An algorithm to enumerate all possible protein conformations verifying a set of distance constraints

    International audienceBackground: The determination of protein structures satisfying distance constraints is an important problem in structural biology. Whereas the most common method currently employed is simulated annealing, there have been other methods previously proposed in the literature. Most of them, however, are designed to find one solution only. Results: In order to explore exhaustively the feasible conformational space, we propose here an interval Branch-and-Prune algorithm (iBP) to solve the Distance Geometry Problem (DGP) associated to protein structure determination. This algorithm is based on a discretization of the problem obtained by recursively constructing a search space having the structure of a tree, and by verifying whether the generated atomic positions are feasible or not by making use of pruning devices. The pruning devices used here are directly related to features of protein conformations. Conclusions: We described the new algorithm iBP to generate protein conformations satisfying distance constraints, that would potentially allows a systematic exploration of the conformational space.     Improved large-scale prediction of growth inhibition patterns using the NCI60 cancer cell line panel

    International audienceMotivation: Recent large-scale omics initiatives have catalogued the somatic alterations of cancer cell line panels along with their pharmacological response to hundreds of compounds. In this study, we have explored these data to advance computational approaches that enable more effective and targeted use of current and future anticancer therapeutics.Results: We modelled the 50% growth inhibition bioassay end-point (GI50) of 17 142 compounds screened against 59 cancer cell lines from the NCI60 panel (941 831 data-points, matrix 93.08% complete) by integrating the chemical and biological (cell line) information. We determine that the protein, gene transcript and miRNA abundance provide the highest predictive signal when modelling the GI50 endpoint, which significantly outperformed the DNA copy-number variation or exome sequencing data (Tukey’s Honestly Significant Difference, P <0.05). We demonstrate that, within the limits of the data, our approach exhibits the ability to both interpolate and extrapolate compound bioactivities to new cell lines and tissues and, although to a lesser extent, to dissimilar compounds. Moreover, our approach outperforms previous models generated on the GDSC dataset. Finally, we determine that in the cases investigated in more detail, the predicted drug-pathway associations and growth inhibition patterns are mostly consistent with the experimental data, which also suggests the possibility of identifying genomic markers of drug sensitivity for novel compounds on novel cell lines

    The synthetic integron: an in vivo genetic shuffling device

    As the field of synthetic biology expands, strategies and tools for the rapid construction of new biochemical pathways will become increasingly valuable. Purely rational design of complex biological pathways is inherently limited by the current state of our knowledge. Selection of optimal arrangements of genetic elements from randomized libraries may well be a useful approach for successful engineering. Here, we propose the construction and optimization of metabolic pathways using the inherent gene shuffling activity of a natural bacterial site-specific recombination system, the integron. As a proof of principle, we constructed and optimized a functional tryptophan biosynthetic operon in Escherichia coli. The trpA-E genes along with ‘regulatory’ elements were delivered as individual recombination cassettes in a synthetic integron platform. Integrase-mediated recombination generated thousands of genetic combinations overnight. We were able to isolate a large number of arrangements displaying varying fitness and tryptophan production capacities. Several assemblages required as many as six recombination events and produced as much as 11-fold more tryptophan than the natural gene order in the same context

    Detector and Front-end electronics for ALICE and STAR silicon strip layers

    Detector modules consisting of Silicon Strip Detector (SSD) and Front End Electronics (FEE) assembly have been designed in order to provide the two outer layers of the ALICE Inner Tracker System (ITS) [1] as well as the outer layer of the STAR Silicon Vertex Tracker (SVT) [2]. Several prototypes have beenproduced and tested in the SPS and PS beam at CERN to validate the final design. Double-sided, AC-coupled SSD detectors provided by two different manufacturers and also a pair of single-sided SSD have been asssociated to new low-power CMOS ALICE128C ASIC chips in a new detector module assembly. The same detectors have also been associated to current Viking electronics for reference purpose. These prototype detector modules are described and some first results are presented

    International audienceNew gravity and aeromagnetic investigations have been carried out to understand the emplacement mechanisms of a granitic pluton and the relationships with a nearby lithospheric-scale fault. This paper concerns the second part of a methodological multidisciplinary study and complements previous geochronologic and Anisotropy of Magnetic Susceptibility (AMS) studies on the same pluton. In the northern part of the Variscan French Massif Central (FMC), the Montmarault massif crops out along the Sillon Houiller Fault (SHF). Bouguer and aeromagnetic anomaly maps imply thickening of the pluton along the SHF and suggest laccolitic spreading northwestwards. Based on petrophysical measurements, direct 2D joint gravity and magnetic modeling has been performed along 10 cross-sections. In order to quantitatively constrain the 3D pluton geometry and its relationships with surrounding geologic units, these geophysical cross-sections, new structural information (field and AMS measurements) and petrophysical data have been integrated into a regional 3D geological and geophysical model. Altogether, the results obtained from geochronology, petro-magnetic fabrics (Part I), gravity and aeromagnetic investigations as well as 3D modeling (Part II), demonstrate that the Montmarault pluton was emplaced during the Namurian period along the SHF. Our results further show that, at that time, in response to a NW-SE regional extension, if the SHF existed, it behaved as a normal fault. Mylonites attesting for synmagmatic normal motion on the northeastern part of the Montmarault pluton strengthen this tectonic scheme. During the Late Carboniferous, the FMC experienced NE-SW extension along the SHF by 80 km of brittle left lateral wrench offset. This second tectonic event is well recorded in the Stephanian coal basins which were formed along NW- SE listric brittle faults and constrain the present-day shape of the Montmarault pluton

    Dans le contexte des commémorations des 70 ans de la signature de la Déclaration universelle des droits de l'homme à Chaillot, les journées d'étude du 14 et 15 juin 2018 étaient consacrées à Chaillot, lieu de tous les arts, en partenariat avec Chaillot – Théâtre national de la Danse, la Bibliothèque nationale de France, l'ANR ECHO "[ECrire l’Histoire de l’Oral], les Archives nationales et la mission des archives du Service interministériel des Archives de France, placée auprès du ministère de la Culture. La première journée, aux Archives nationales, était consacrée aux sources archivistiques et à leur exploitation. La seconde journée, à la Bibliothèque nationale de France présentait les diverses facettes du Palais des arts du spectacle : de l'architecture à la musique, de la danse aux perceptions du public... Des chercheurs, archivistes et étudiants en Études théâtrales mettent ici en lumière les fonds d'archives relatifs au Théâtre national de Chaillot conservés dans différentes institutions partenaires. Aux Archives nationales, les récents versements, exceptionnels, et inédits pour un théâtre national, d'archives audiovisuelles et sonores viennent compléter les archives papier versées par le théâtre dès les années 1960. Enfin le témoignage oral de Nicolle Daviot, habilleuse au Théâtre national de Chaillot pendant plus de 50 ans, enregistrement réalisé par Sandrine Gill en septembre 2018, est désormais librement consultable aux Archives nationales (versement n°20200119)
